Moving from implementation to consolidation

The Congregation of Our Lady of Charity of the Good Shepherd is pleased to present its Safeguarding Annual Report 2025, a global overview of safeguarding practice, governance development, and key priorities for continued strengthening across the Congregation.

The report draws on Unit-level submissions gathered through a multilingual self-assessment process. It provides a consolidated analysis of safeguarding structures, training, policy implementation, risk assessment, reporting practices, and areas for future development.

At a Glance

The 2025 reporting cycle shows substantial engagement across the Congregation and confirms that safeguarding structures are now widely established. At the same time, the data highlights the need for continued work in risk assessment, reporting consistency, and governance assurance.

Guiding principles

At the heart of this work are three guiding principles affirmed at the Congregational Safeguarding Conference in February 2026: solidarity, subsidiarity, and synodality. Together, these principles support a safeguarding culture that is globally aligned, locally grounded, and rooted in listening, dialogue, and shared responsibility.

The 2025 Safeguarding Annual Report reflects a Congregation that has made substantial progress in safeguarding implementation. The task ahead is not only expansion, but consolidation: ensuring that safeguarding is lived consistently, proportionately, and with integrity across all Regions, Units, communities, and ministries.
